So potentially 3 games in Berlin (out in the east) and 2 in both Dortmund (in the north west) and Munich (way down south) for the group winners - 3 cracking stadiums, but miles and miles apart! If you think your team will win the group and go all the way, Berlin might be a good base - or you could even look at Nuremberg, which is just up the road from Munich and offers low-cost flights to Dortmund and Berlin.
If you think your team will finish second in the group and reach the quarter-finals, then the Ruhr District would make sense as a base, as both Dortmund and Gelsenkirchen are situated in that area.

Hamburg is the northern-most venue for the World Cup, Hanover is also relatively far north, but Munich is right down south. As for team 1, if you think your side will win the group, Nuremberg is worth considering for its proximity to Munich and cheap flights to Hamburg, Hanover, Berlin and Dortmund.
For the second-placed team, what can I say!? Everywhere is miles apart! How about Hanover - take the car or train to Hamburg, fly on the cheap from the city's airport to Munich and Stuttgart, and take the car or train to Gelsenkirchen and Berlin.

A much better geographical mix for the group games. Gelsenkirchen and Dortmund are only 20 miles apart in the Ruhrgebiet and Hanover is about 130 miles from Dortmund. Considering that you could be back in Gelsenkirchen or Dortmund for a quarter or semi-final, setting up base camp in - or near - either of the two cities would seem to make sense.

Another mixed bag for the group games. Hamburg is on the north coast, Berlin nearly 200 miles east and Gelsenkirchen over 200 miles to the south. If you think your team will win the group and go all the way, then there are worse places than Berlin to spend a few weeks.
If you think you'll be taking the runners-up's route to the final, then setting up base near Gelsenkirchen could be the best idea, looking at taking the train to Hamburg and maybe a cheap flight from Düsseldorf for the trips to Berlin and down south to Stuttgart and Munich.
