Each of the winners of the eight European groups (3 of 7 and 5 of 6) qualify for the finals, as do the two best runners-up. 

The remaining 6 runners-up are then paired off, each playing one two-legged play-off.  The 3 play-off winners go through, making 16 qualifying teams in total from Europe.

Germany, as hosts, do not have to qualify.
