With two possible games in Hamburg (in the north) and Kaiserslautern (in the south west), they look like the best bets to pick as a base if you think your team will progress. Of the two, Kaiserslautern is probably marginally the better choice (in geographical terms at least), as it would also be well placed for the Frankfurt quarter-final (70 miles away).
If you're just looking at the group games, then Hanover is the most central of the three venues (100 miles south of Hamburg and 290 north-east from Kaiserslautern, while Hamburg to Kaiserslautern in one go is nearly 400 miles.

Cologne looks the best place to base yourself for this set of matches.
The most western of the three group stage venues, it's 180 miles from Hanover and 260 from Nuremberg (while Hanover to Nuremberg is 300). For later games in Dortmund (60 miles away), Kaiserslautern (150) or Frankfurt (115) it would also not be too far away. It's also a nice place!

Of the three group stage venues, a case can be made for setting up base at either Gelsenkirchen (in the north west) or Kaiserslautern (in the south west). Nuremberg, in the south east is rather out on a limb, and not near to any other venue used for these games, except Munich.
Gelsenkirchen would be well placed for later games in Dortmund (20 miles away), while Kaiserslautern would, of course, be ideal for the last 16 game back in the city, and also for the quarter-final in Frankfurt, just 70 miles away.

I'd go for Cologne for this one. This is one of very few sets of games at the group stage that are not spread all over the country! Cologne's in the north west, Gelsenkirchen's just 60-odd miles away in the Ruhrgebiet and while Hamburg's a fair old hike north (215 miles from Gelsenkirchen), it's a lot closer than places like Berlin or Munich.
Cologne to Hamburg is the longest trip in this group, but Cologne is the best place to stay because (a) it's a nice city (which Gelsenkirchen, unfortunately, cannot claim to be), (b) it wouldn't be far from later games in Dortmund (60 miles) and even Kaiserslautern (150) and Frankfurt (115) are not that far away. Hamburg would be second choice for this set of matches - nice city, but a bit out on a limb way up north.
